MONROVIA — In a major legislative shift aimed at revitalizing Liberia’s struggling sports sector, President Joseph Nyuma Boakai has signed into law the Liberia National Sports Fund Authority Act, establishing a dedicated legal and institutional framework to finance athletic development across the country.

The Act, approved by the President on April 21, 2026, and officially published by authority of the Ministry of Foreign Affairs on May 5, 2026, creates the Liberia National Sports Fund Authority (LNSFA).
The new public entity is mandated to mobilize, manage, and distribute targeted financial resources to support football and other sporting disciplines.
For decades, Liberian athletes, sports federations, and infrastructure have suffered from severe underfunding, relying heavily on erratic budgetary allocations, private donations, and corporate goodwill.
The LNSFA Act seeks to establish a permanent, predictable revenue stream through statutory levies, legislative subsidies, and donor support.
A Statutory Financing Mechanism
The legislation establishes the National Sports Fund as an independent vehicle dedicated solely to sports investment, youth empowerment, and national athletic representation.
To fund the authority, the law introduces targeted levies on select imported goods including sports apparel, cosmetics, and luxury vehicles with specific percentages to be determined by administrative regulations.
Beyond product levies, the fund will be sustained through Annual budgetary appropriations approved by the National Legislature, Domestic and international grants, donations, and partner contributions.
Ring-fenced revenues that the law strictly forbids from being diverted to non-sporting government expenditures.
The Legislative Journey
The Act originated in the Senate as Engrossed Bill No. 28 during the Second Session of the 55th Legislature.
On June 3, 2025, it was first read in the Senate before referral to committee.
Following it appearance, the bill was passed by the Senate on July 23, 2025.
On December 1, 2025, it was passed by the House of Representatives.
On April 21, 2026, the bill was signed into law by President Joseph N. Boakai.
Governance and Executive Structure
The Authority will be governed by a Board of Directors chaired by the Minister of Youth and Sports, with the President of the Liberia Football Association (LFA) serving as Vice Chairperson.
To ensure broad representation across Liberia’s sporting ecosystem, the board includes voting representatives from key athletic organizations, Liberia Football Association (LFA), Liberia Athletics Federation (LAF), Liberia Basketball Association (LBA), Liberia Kickball Federation (LKF), Liberia National Olympic Committee (LNOC), Liberia Amputee Football Association, and Liberia Deaf Sports Association
According to the act creating the Liberia National Sports Fund Authority (LNSFA), the day-to-day administrative operations will be headed by a Director General alongside Deputy Directors for Technical Services and Administration. These senior executive positions will be appointed by the President, subject to Senate confirmation. Lower-level administrative staff will be hired by the Director General with Board approval.
Mandatory Audits & Anti-Diversion Clauses
A central pillar of the legislation is its strict emphasis on financial transparency, an issue that has historically plagued public administration and sports federations in the country.
The Act legally mandates the LNSFA to undergo annual independent audits conducted by a reputable external auditing firm.
Crucially, the law requires that all audit findings be made public, giving citizens and sports stakeholders full visibility into how funds are collected and disbursed.
Furthermore, the law explicitly criminalizes or prohibits the reallocation of sports fund revenues for non-sporting national projects, addressing longstanding complaints from athletes regarding the diversion of tournament funds and infrastructure grants.
The Road Ahead
While the enactment of the LNSFA Act represents a crucial legislative milestone, sports analysts and federation heads note that its ultimate impact will hinge on implementation.
The key test for the Boakai administration and the newly created Authority will be its ability to efficiently collect taxes on target luxury items, maintain strict insulation from political interference, and ensure that funds directly reach grassroots programs, national teams, and modern sports infrastructure across Liberia’s 15 counties.
