Monrovia – The Liberia National Police (LNP) has announced a series of disciplinary actions against multiple officers for misconduct, negligence, and violations of internal regulations, following investigations conducted by its Professional Standards Department (PSD).

The measures — carried out between June and July 2025 — range from suspensions and transfers to outright dismissals, and, according to the LNP, reflect its “unwavering commitment to professionalism, accountability, and public trust.”
Summary of Disciplinary Actions
In a release, Police Spokesperson Cecelia G. Clarke said, Superintendent Henderick Kanakpai (ID#4008), assigned to the Insurance Unit, Human Resource Division, has been indefinitely suspended with salary deduction. He was cited for negligence, improper identification, neglect of duty, and failure to account for death claim cheques intended for families of the late Evelyn Duyen and Emmanuel Davis. The LNP warned that repeated violations could lead to termination.
Deputy Chief of Police Amos Williams and Chief Inspector Marcus Zorleh were both indefinitely suspended for refusing to cooperate with PSD investigations into personal debts of USD 750 and USD 1,035, respectively, owed to CIP Jusu Swaray. Their reinstatement will depend on full settlement and cooperation.
Patrolmen Bradford S. Kemokaid (ID#36669) and Isaac O. Williams (ID#31745i) of the Police Support Unit face indefinite suspension with salary deduction for failing to account for a seized Bajaj motorbike (VIN #MD2A18X4RWM99756) belonging to Mr. Joshua G. Holmes of the Paynesville City Corporation. The officers are also liable for restitution.
Chief Inspector Patrick S. Sendolo (ID#2306) was relieved of his post, transferred to Region III, and suspended for three months without pay for ordering the release of a burglary suspect linked to a major theft at Joma Business Center in Bong County.
Superintendent James K. Kartoe (ID#1188) received a one-month suspension without pay for neglect of duty, while Chief Superintendent Forster F. Varney (ID#2472), Bong County Detachment Commander, received the same penalty for failing to supervise subordinates.
Patrolmen Albert Forkpah (ID#5782), John Forkpah (ID#6136), and Howard N. Brown were suspended for two weeks without pay for neglecting their duties when processing an alleged burglary suspect.
Patrolwoman Miriam B. Cole (ID#4784), assigned to the Gender Section, was indefinitely suspended with salary deduction after failing to produce a theft suspect, Raymond Collins, who allegedly received USD 6,000 for the purchase of a Toyota Hilux for former Senator Marshall Dennis. Inspector Rufus K. Smith received an administrative admonishment for allowing her to guarantee the suspect’s release.
Patrolman Teddy R.C. Boulner, assigned to the Salem Depot, was dismissed for illegally arresting a civilian, seizing his motorbike, and stealing USD 50 from it.
Chief Inspector Peter M. Wogbeh (ID#1430) was reinstated after re-arresting a theft suspect and settling a USD 1,250 restitution to the complainant, Madam Elizabeth M. Cooke.
The LNP stressed that it will continue to apply strict disciplinary measures against officers who breach the LNP Duty Manual, Administrative Instructions, and the LNP Act of 2015.
