Liberia: Finance Minister Ngafuan Pledges Government Backing as LWSC Unveils USD156M Water Sector Plan

Monrovia– The Liberia Water and Sewer Corporation (LWSC) has unveiled an ambitious five-year strategic plan worth USD 156.6 million aimed at transforming the country’s water and sewer services.

The USD 156.6 million investment outlined in the plan combines infrastructure development, operational reforms, and service expansion initiatives. These efforts aim to improve efficiency, increase access, and ultimately raise the quality of life for thousands of Liberians across the country.

Speaking at the official launch on Friday, Finance and Development Planning Minister Augustine Ngafuan pledged government support to ensure the success of this critical initiative.

Minister Ngafuan’s commitment underscores the government’s resolve to prioritize the water sector as part of its broader ARREST Agenda for Inclusive Development.

“We will ensure that the water sector will not be left behind,” the Minister declared during his keynote address. “We will not sit idle and watch. We will not be spectators in this process.”

The new LWSC strategic plan, covering the period 2025 to 2029, sets out clear goals to double water connections across Liberia from 15,000 in 2024 to 30,000 by 2029. Sewer connections are also targeted to rise from 1,560 to 3,000 in the same timeframe.

In addition, LWSC aims to improve revenue collection efficiency from 57 percent to an impressive 95 percent while reducing its reliance on government subsidies from 50 percent down to 20 percent.

“These targets are ambitious, but they are achievable,” Minister Ngafuan said. He emphasized that water is essential not only for daily life but also for health and economic growth.

He called for collective action from all stakeholders to turn these plans into measurable outcomes. “The ultimate goal is what we do to transform lives,” he said. “We will do our part to move this plan from paper to action to delivery and measurable outcomes.”

LWSC Managing Director Mo Ali explained that the new strategic plan replaces an outdated framework and will guide the corporation’s development efforts for the next four to five years.

A key focus will be on improving urban sanitation and expanding water and sewer services to meet increasing demand.

“We met a system that was not broken, but one that was not doing its best,” MD Ali said. “If we implement this plan, it will solve most of our problems with water and sewer services in urban areas.”

He also commended the Ministry of Public Works for their ongoing partnership in safeguarding LWSC infrastructure.

Stressing further, he said as Liberia continues its journey toward inclusive growth, this strategic plan signals a vital step in addressing critical water and sanitation challenges.  “With strong government backing and a clear roadmap, the LWSC is poised to deliver significant improvements in water and sewer services in the coming years.”
