
Monrovia – Liberia has officially validated its third-generation Nationally Determined Contributions (NDC 3.0), marking a major milestone in the country’s climate agenda with strong emphasis on women, youth, children, and persons with disabilities.

The validation ceremony took place on Thursday, September 18, 2025 at the Monrovia City Hall, bringing together national and international stakeholders.
The NDC 3.0 document, which champions increased participation of women in climate decision-making, was formally endorsed in the presence of government officials, members of the diplomatic corps, civil society representatives, youth groups, and officials from the One UN in Liberia. The final endorsement paves the way for implementation of NDC Liberia 3.0, which outlines ambitious national targets in gender equality and the empowerment of women and young people.
Key provisions of the NDC 3.0 include allocating 20% of total climate financing to women-led climate initiatives and cooperatives, and ensuring that 80% of new projects adopt gender-responsive approaches and budgeting.
The framework also establishes a special funding envelope to support disaster resilience for women-led businesses and farming cooperatives, and commits to training at least 5,000 women in Climate-Smart Agriculture and clean energy initiatives.
Additionally, the plan introduces a multi-year “Women in Green Technology” program aimed at training and mentoring at least 6,000 women and youth. The initiative will focus on climate-smart agriculture, digital and financial inclusion, renewable energy installation and maintenance, sustainable waste management, and climate-resilient construction.
In her remarks, UN Women Liberia’s Country Representative, Ms. Comfort Lamptey, underscored the need for strong partnerships and coordinated resource mobilization to ensure delivery of the commitments.
“It is important that we secure the financial, technical, and institutional resources needed to translate our NDC 3.0 commitments into tangible results. While this NDC is the product of an inclusive process, it also reflects our shared ambition to address climate change and build a resilient, prosperous Liberia for all,” Ms. Lamptey said.
The validation of Liberia’s NDC 3.0 signals a renewed national commitment to inclusive climate action while advancing gender equality and youth empowerment in sustainable development.
