MONROVIA – The Supreme Court of the Republic of Liberia is expected to entertain arguments into an appeal filed by Wilmot Smith, former Deputy Director General for Information Coordination at the Liberia Institute of Statistics and Geo-Information Services (LISGIS) on today, Monday, January 12, 2026.
According to an official Notice of Assignment issued by the nation’s highest Court, arguments in the matter, a civil case for alleged damages for wrong by attachment, is scheduled at 11:00 a.m., same being the October the Court’s October Term, A.D. 2025.
The notice was signed and sealed on January 7, 2026, by Cllr. Sam Mamulu, Clerk of the Supreme Court of Liberia.
The Supreme Court is presided by Chief Justice Yamie Quiqui Gbeisay, Sr., alongside Associate Justices Jamesetta H. Wolokolie, Yussif D. Kaba, Ceaineh D. Clinton Johnson, and Boakai N. Kanneh.
The Action of Damages for Wrong by Attachment is a legal claim typically brought when a party alleges that property or funds were improperly seized or restrained through court process, causing financial or reputational harm.
This appeal arises from a final judgment rendered by His Honour Scheaplor R. Dunbar, Assigned Circuit Judge of the Sixth Judicial Circuit, Civil Law Court, Montserrado County, on February 24, 2025, in an Action of Damages for Wrong.
The trial court then denied Appellant’s Motion for New Trial following a jury verdict in favor of Ecobank Liberia Limited. The Appellant contended that the verdict and ruling were tainted by jury tampering, misapplication of law, and failure to apply established principles of vicarious liability, respondent superior, and admission by a party-opponent.
Predicated upon that, the Appellant petitioned the Supreme Court to reverse the Judgment and enter judgment consistent with the law and evidence adduced at trial.
The Appellees in the case include the Management of Ecobank Liberia Limited, Martin K. N. Kollie, Yussif S. Kromah, and Judge Scheaplor R. Dunbar from the original proceedings in Monrovia.
The main issue is to determine whether the trial court committed reversible error by failing to grant Appellant’s Motion for New Trial under Section 26.4 of the Civil Procedure Law when overwhelming evidence demonstrated jury tampering and an unjust verdict.
Mr. Smith is represented by renowned Liberian lawyer Cllr. Arthur T. Johnson, while the appellees are represented by Justice Advocate and Partners, Inc.
The Supreme Court in its notice, ordered Brigadier General Amos B. Kesseh Dickson, Sr., Marshal of the Supreme Court of Liberia, or his deputy, to formally notify all parties and their legal representatives of the scheduled hearing.
