Over US$2.7m ‘Unaccounted’ For At National Lottery Authority, New General Auditing Commission Report Finds

MONROVIA – An unimpeachable source within the National Lottery Authority (NLA) has hinted that the General Auditing Commission (GAC) is concluding an audit of the NLA  and the Management Letter that has been sent to the NLA is raising the blood pressure of  the suspended Director-General of the NLA  Mr. Martin S. Kollie and others at the NLA.  

The GAC was mainly created to audit government transactions and investigate issues of corruption and financial malpractices, while the NLA is clothed with the authority to supervise games of chance which have been listed as including raffles, numbers games, casinos, slot machines or promotional competitions or any scheme, system or arrangement that results in the distribution of a prize by chance.

A well-placed source within the NLA, who spoke to this paper on condition of anonymity,  revealed that the GAC’s audit being concluded unearthed over $US 2.7M that cannot be accounted for and has asked the Management of the NLA including its suspended Director-General to explain why the funds cannot be accounted for.

Though the audit has not been finalized with recommendations from the Auditor-General, it does seem quite alarming that the Martin Kollie administration would have expended huge amounts of monies without any documentation and or proper authorization.  

The audit has uncovered that checks were written to various persons, including the suspended Director-General himself without any source document and or explanation why payments were being made.  

The Audit Management letter sent to the NLA’s Management further stated that United States $2.759 Million for the years 2015 – 2019 was paid without documentation of payment requests, payment vouchers or invoices or even receipts.  

Meanwhile, the GAC has asked the Martin S. Kollie then led Management to give explanation to what happened to the funds.
