Liberia: Momo David Accused Fahngon of Coercion to Falsely Implicate Chinese Businessman of Torture

Monrovia, Liberia – In a startling revelation, a Liberian man, Momoh David, has accused Eugene Fahngon, the Director General of the Liberia Broadcasting System of orchestrating a scheme to falsely implicate Chinese businessman Michael Shio in a fabricated torture case. The allegations were detailed in an affidavit signed by David and submitted to the Montserrado County Justice of the Peace.

But Fahngon, in a video broadcast said, the confession is staged, and an attempt to malign his character.

According to the affidavit, David admitted to attempting to steal solar panels from Shio’s construction site on January 13, 2025. He was apprehended by security personnel and taken to Zone 3 Police Station. Contrary to previous reports, David asserted that neither Shio nor his security personnel tortured him in any way.

David’s affidavit further alleges that on January 17, 2025, he suffered burns from an electrical fire caused by the Liberia Electricity Corporation (LEC) and was subsequently hospitalized at ELWA Hospital. While recovering, an officer identified as R13 from Zone 3 Police Station visited him on February 8, 2025, with a pre-written, backdated statement accusing Shio of heinous acts, including pepper-spraying him, pouring hot oil on him, and setting a dog on him.

The affidavit also implicates Gao Feng, a Chinese businessman known as “The Real Minister,” as an alleged co-conspirator. David states that on February 12, 2025, Fahngon visited his home, revealing that he and Gao Feng were seeking to harm Shio’s reputation. Fahngon allegedly offered David a concrete house, USD $500 in cash, food supplies, and additional payments to others in exchange for false testimony. He further promised USD $1,500 to anyone willing to set fire to Shio’s house. David claims that Fahngon personally coached him on how to fabricate the accusations before conducting a video interview in which Fahngon falsely stated that Shio had brutalized him.

As the case progressed, David alleges that when his medical report did not support the torture claims, Fahngon became enraged, Realizing the case would not hold up in court, Fahngon allegedly planned to escalate the matter to the House of Representatives to deport Shio from Liberia.

On February 20, 2025, Fahngon arranged for an official vehicle from the Liberia Broadcasting System to transport David and others to the House of Representatives, instructing him to strip naked and display his wounds as part of a staged deception.

Fahngon said the confession is an attempt to tarnish his reputation. “The man I went to help is being coerced to malign my character,” he said.
