
Monrovia – FrontPage has uncovered serious and escalating allegations of payroll fraud at the National Insurance Corporation of Liberia (NICOL), where senior officials are accused of illegally manipulating and padding the institution’s official Civil Service Agency (CSA) payroll over the past several months.

Documents and internal sources reviewed by FrontPage show acting Managing Director Abdullah S. Swaray, Human Resources Manager Vessay S. Konneh (brother of Senator Amara Konneh), and Acting Board Chair Amsumanah Jallah are alleged to have altered NICOL’s payroll between October and December 2025.
Preliminary findings indicate that at least five individuals were reportedly added to the payroll without employment records, CSA clearance, or proper recruitment procedures. Sources further allege that the NICOL Board of Directors has taken no corrective action and is aware of—and possibly concealing—the situation.
Officials at NICOL have not responded to FrontPage Africa’s inquiries.
The alleged payroll manipulation has triggered serious concerns about potential fraud, misuse of public funds, and a deliberate attempt to undermine established governance protocols. The growing scandal has fueled internal tension among staff and renewed calls for an independent investigation to safeguard NICOL’s integrity and restore public confidence.
An emergency Board meeting has been scheduled for 4:00 p.m. today to address the mounting allegations.
