Monrovia – Roosevelt A.K. Woods, a former Executive Director of the Foundation for International Dignity (FIND) and Commissioner of the Public Procurement and Concessions Commission (PPCC), has died following a brief illness, his family has announced.

In a statement, the Woods family said he died on August 2, 2026 at the John F. Kennedy Memorial Hospital in Sinkor, Monrovia and funeral arrangements will be announced later.
Woods was widely respected for his contributions to civil society, public sector governance and procurement reform. Before joining the PPCC, he served for several years as Executive Director of FIND, where he earned recognition as a strong advocate for human rights, democratic governance and accountability.
He was later appointed to the PPCC Board of Commissioners in December 2018 and reappointed in April 2023. During his tenure, he played a key role in providing strategic policy direction and oversight as Liberia pursued reforms aimed at strengthening transparency and accountability in public procurement and concessions.
The PPCC described Woods as a dedicated public servant whose professionalism, integrity and sound judgment helped advance fairness, transparency and value for money in government procurement.
“Commissioner Woods served the PPCC with distinction, integrity and an unwavering commitment to advancing transparency, accountability and good governance in Liberia’s public procurement and concessions system,” the Commission said in a tribute.
According to the PPCC, Woods’ leadership and contributions to policy deliberations strengthened the Commission’s institutional framework and reinforced its mandate to promote accountable public procurement practices.
Beyond his work in government, Woods was known for his role in Liberia’s civil society movement. He also hosted a special program on UNMIL Radio in 2004 that helped reconnect Liberians displaced by the civil war with their families.
Woods held a Master’s degree in Public Administration (Public Sector Management) from Cuttington University Graduate School and a Bachelor’s degree in Mass Communication, with emphasis in Television Broadcasting, from Bayero University in Kano State, Nigeria. He was also a registered member of the Press Union of Liberia.
The PPCC extended condolences to his wife, children, the Woods family and all those mourning his passing, describing his death as a significant loss to both the Commission and the nation.
The Commission said Woods’ legacy of integrity, excellence and selfless public service would continue to inspire its work for years to come. Funeral arrangements are expected to be announced by the family.
