Liberia: UNDP Strengthens PPCC Operations with Modern Digital Equipment to Improve Transparency and Efficiency

MONROVIA – The United Nations Development Programme (UNDP) in Liberia has handed over critical Information and Communication Technology (ICT) equipment to the **Public Procurement and Concessions Commission (PPCC), in a move aimed at strengthening the Commission’s operational capacity and promoting transparency, accountability and efficiency in public procurement.

The handover ceremony, held on July 3 at the PPCC headquarters in Monrovia, brought together Executive Director Bodger Scott Johnson, UNDP Liberia Deputy Resident Representative Louis Kuukpen, and staff of both institutions.

The donated equipment includes a power server and an Uninterruptible Power Supply (UPS), which officials said will significantly improve the Commission’s digital infrastructure by strengthening data management, enhancing operational efficiency and ensuring continuity of services during frequent electricity outages.

According to both institutions, the new ICT infrastructure is expected to reinforce the PPCC’s ability to effectively carry out its oversight responsibilities by improving the reliability of its digital systems and safeguarding critical institutional data.

Speaking during the handover ceremony, Executive Director Johnson expressed appreciation to the UNDP for what he described as timely and valuable support to the Commission.

“We are deeply grateful to UNDP for this timely and valuable support. The provision of this ICT infrastructure will significantly strengthen our operational capacity, improve data management, and ensure greater continuity in our work despite recurring power challenges. As the institution responsible for promoting transparency, accountability and efficiency in public procurement and concessions, these resources will enhance our ability to deliver on our mandate and better serve the people of Liberia,” Johnson said.

For his part, Kuukpen reaffirmed the UNDP’s commitment to supporting Liberia’s governance institutions by investing in modern technology that enhances public service delivery and institutional resilience.

He emphasized that strong public institutions remain essential to sustainable national development and noted that digital infrastructure plays an important role in improving accountability and efficiency across government.

“Strong institutions are the foundation of sustainable development and good governance. Through this support, UNDP is helping to strengthen the digital capacity and operational resilience of the PPCC to effectively carry out its critical oversight role. We remain committed to partnering with national institutions to promote transparency, accountability and efficient public service delivery, while supporting Liberia’s broader governance and development priorities,” Kuukpen stated.

Officials from both institutions also used the occasion to discuss the importance of strengthening collaboration between government agencies and development partners. They emphasized the need for improved coordination, enhanced information sharing and sustained institutional engagement to support effective implementation of governance reforms.

The discussions further highlighted the importance of maintaining strong administrative systems capable of addressing operational challenges while reinforcing accountability and transparency throughout the public sector.

The UNDP said the latest support reflects its continued partnership with national institutions to advance governance reforms, improve public sector performance and promote fair competition in public procurement and concession management.

Officials noted that by investing in modern ICT infrastructure, the organization continues to support Liberia’s efforts to build resilient, efficient and accountable public institutions, in line with the country’s broader sustainable development and inclusive governance agenda.
