Monrovia — The Governments of Liberia and the People’s Republic of China have signed a 100 million RMB (about US$14.3million) deal Development Cooperation Agreement, reaffirming their commitment to strengthening bilateral relations and advancing Liberia’s national development agenda.
The agreement was signed Friday at the Ministry of Foreign Affairs in Monrovia by H.E. Sara Beysolow Nyanti, Liberia’s Minister of Foreign Affairs, and H.E. Yin Chengwu, Ambassador Extraordinary and Plenipotentiary of China to Liberia.
The cooperation framework provides RMB 100 million in grant assistance to support jointly agreed development projects aimed at promoting peace, stability, prosperity, and sustainable development in Liberia.
Speaking at the signing ceremony, Ambassador Yin described the agreement as a significant milestone in China–Liberia relations, noting that it follows a similar development cooperation accord signed in March 2025.
“This is another important agreement between our two countries in the field of development cooperation,” Ambassador Yin said. “Signing such an agreement at the beginning of the new year sends a positive signal for China–Liberia relations in 2026 and beyond.”
He emphasized that the agreement reflects the consensus reached between Chinese President Xi Jinping and Liberian President Joseph Nyuma Boakai, as well as outcomes of the Beijing Summit of the Forum on China–Africa Cooperation (FOCAC). In 2024, the two leaders elevated bilateral ties to a Strategic Partnership, opening broader avenues for cooperation.
Ambassador Yin highlighted China’s continued support for Liberia, citing recent handovers of China-aided police supplies, food assistance, and ongoing infrastructure projects, including the Two Overpass Bridges on Tubman Boulevard. He said the new agreement would align with Liberia’s development priorities, particularly President Boakai’s ARREST Agenda, and focus on projects that deliver tangible benefits to ordinary Liberians.
“This agreement will strengthen development foundations, create long-term value, and inject new momentum into Liberia’s socio-economic growth,” he added.
Signing on behalf of Liberia, Foreign Minister Nyanti expressed deep appreciation to the Chinese government and people for their sustained partnership, describing the agreement as both timely and essential.
“Today’s signing transcends formality,” Minister Nyanti said. “It reaffirms a relationship grounded in mutual respect, sovereign equality, non-interference, and a shared commitment to development, peace, and prosperity.”
She reaffirmed Liberia’s adherence to the One China Policy and praised China’s people-centered development approach, which she said has produced visible and impactful results across multiple sectors in Liberia.
“This gratuitous assistance of one hundred million RMB is a compelling testament to China’s unwavering commitment to Liberia’s development aspirations,” she noted, pledging Liberia’s full commitment to ensuring the effective implementation of the agreement.
The signing ceremony was attended by senior government officials, diplomats, and representatives of both governments, underscoring the growing importance of the Liberia–China Strategic Partnership and continued collaboration across key development sectors.
