Liberia: Senator Snowe, Mercy Ahun, and Roy Onyango Chosen to Provide Strategic Leadership for Africa’s Immunization Advisory Council

MONROVIA — Bomi County Senator Edwin Melvin Snowe Jr. has been appointed First Vice Chair of the Continental Immunization Advisory Council (CIAC), placing the Liberian lawmaker in a key leadership position within a continental body responsible for providing strategic guidance on immunization and related public health priorities across Africa.

The appointment, formally communicated by the Africa Centres for Disease Control and Prevention (Africa CDC), brings Senator Snowe into the leadership of the CIAC alongside two other officials selected to guide the council’s work.

Under the new leadership arrangement, Dr. Mercy Ahun has been appointed Chair of the Continental Immunization Advisory Council, while Senator Snowe will serve as First Vice Chair. Mr. Roy Douglas Onyango Otieno has been appointed Second Vice Chair.

The appointments, according to the CIAC Secretariat, reflect Africa CDC’s confidence in the three leaders’ experience, leadership capabilities and commitment to advancing immunization, primary healthcare and health security across the continent.

For Senator Snowe, the appointment represents an expanded role in regional and continental public health discussions at a time when African countries continue to strengthen vaccination systems, improve access to essential healthcare services and respond to emerging health security threats.

In formally notifying the three appointees, the CIAC Secretariat congratulated them and requested confirmation of their acceptance of the appointments.

The Secretariat said the newly constituted leadership team will have a central responsibility in guiding the strategic direction of the council and helping ensure that its deliberations produce practical and evidence-informed recommendations for African Union Member States.

As First Vice Chair, Senator Snowe is expected to work closely with the Chair and Second Vice Chair in shaping the council’s agenda and supporting the effective coordination of its activities.

The leadership team will also be responsible for shaping plenary agendas, facilitating balanced and evidence-informed deliberations, building consensus among council members and helping ensure that recommendations produced by the CIAC remain independent, actionable and responsive to the priorities of African Union Member States.

The appointment therefore places Snowe at the center of continental conversations concerning immunization policy, primary healthcare and health security.

The CIAC is part of Africa CDC’s broader efforts to strengthen continental health systems and support African countries in addressing public health challenges through evidence-based policies, technical guidance and coordinated action.

The Africa CDC Secretariat has scheduled the council’s next meeting for Tuesday, October 6, 2026.

Ahead of that meeting, the Secretariat is seeking to convene a one-hour virtual leadership briefing involving Dr. Ahun, Senator Snowe and Mr. Otieno.

The briefing is intended to prepare the newly appointed leadership team for the upcoming council meeting and allow the three officials to discuss their responsibilities, strategic priorities and expectations ahead of the October gathering.

The Secretariat has asked the three leaders to confirm their availability for the briefing and agree on a convenient time before October 6.

Africa CDC, in congratulating the three appointees, expressed confidence that their leadership will help strengthen the council’s ability to translate continental immunization commitments into measurable results for African Union Member States and communities.

The Bomi County Senator has served in Liberia’s national political space for several years, and his new appointment gives him an opportunity to contribute to continental policy discussions extending beyond the traditional boundaries of national politics.

His role on the CIAC is expected to require engagement with health experts, policymakers and representatives from across Africa as the council works to promote stronger immunization systems and more effective primary healthcare interventions.
