The visit, held under the theme “Harnessing Community-Led Security Initiatives for Enhanced National Security,” brought together military personnel and students of the AFCSC, representatives of the ECOWAS Advisory Training Team, and senior officials of SEGAL.

The engagement took place on Wednesday, November 26, at Murex Plaza on Tubman Boulevard.

Marcus Kumeh, SEGAL’s Administrator and Acting General Manager, extended appreciation to the Ministry of Justice for granting SEGAL, one of Liberia’s leading privately owned security institutions, the privilege to host the tour. He described the event as an opportunity to showcase Liberia’s growing private security sector.

Sponsor Directing Staff for the study tour, Commandant Ijare, disclosed that the delegation comprised 46 students and six directing staff members, including a Liberian officer currently assigned to a different country on the tour.

He said the goal of the AFCSC’s African Study Tour is to conduct country-specific research on national livelihood, political administration, cultural dynamics, and security architecture across the continent.

Providing an overview of SEGAL’s operations, Special Agent Dave Freeman, Security Manager, highlighted the organization’s role in safeguarding citizens and critical national assets.

He also underscored regulatory challenges that continue to confront private security firms in Liberia.

“We protect citizens and major assets. Citizens have the right to carry arms, but we are not allowed,” Special Agent Freeman noted, calling for greater policy support for the sector.

Speaking on behalf of SEGAL’s Chief Executive Officer, Senior Financial Officer Francis Zazay praised the Nigerian Armed Forces for their historic role in Liberia’s peace efforts during the civil crisis.

He described the study visit as an important milestone toward strengthening community participation in security, enhancing law enforcement cooperation, and deepening regional ties.

Zazay added that SEGAL remains committed to supporting initiatives that promote safer communities and bolster national stability.
