Liberia: Response to CSA Director Press Release Refuting FPA Article

Mr. Director,  your CSA annual report was prepared on November 25, 2024 You said you inherited a workforce of 67,746.

You reported that by October 2024, you “streamlined” the workforce from 67,746 to 60,900; 3thereby reducing the monthly wage bill from $23.5 million to $21.1 million. ( CSA report page #10)

Those removed from the payroll according to the CSA report:

1. Consultants = 906

2. Payroll Cleanup = 5,536

3. Mobile Money Fraud = 404

Total individuals removed from the payroll as of the reporting period November 2024, were 6,846. By this number, the CSA said it saved $8.2 million

Mr. Director, your rebuttal to FPA article defeats your own report. FPA numbers are contained in your annual report.

Go to CSA Reform Category “Payroll Cleanup”;  you reported that;

1. 5,536 individuals were removed from the payroll and the CSA saved $1.8 million as of November 2024.

The IMF team met with the CSA and MFDP on November 18, 2024 and Josiah Joekai reported to IMF that it removed 3,775 individuals from the payroll and saved $500k

The contradiction is huge:

1. CSA report says, 5,536 individuals were removed from the payroll and it saved $1.8 million (As of November 2024)

2. CSA reports to the IMF as of November 2024 that 3,775 individuals were removed from the payroll and it saved $500k. That the CSA will save $4.4 million a annual basic in compliance with GAC 2022 payroll audit.

Director Josiah Joekai, there no way to cover up your mess and deception. You reported as of November 25,  2024 and the IMF team met with the CSA on November 19, 2024.

You prepared your CSA annual report six days after your meeting with the IMF team.
