The Development And Expansion Of Roberts International Airport

INVITATION TO TENDER

Tender Reference No (IFB No): LAA/PPP/BOT/ICB/001/2026

The Government of the Republic of Liberia, represented by the Ministry of Transport and the Liberia Airport Authority (the “Public Party”), intends to undertake the comprehensive Development and Expansion of the existing Roberts International Airport (IATA: ROB; ICAO: GLRB) (the “Project”) in Monrovia, on a Finance-Design-Build-Operate-Transfer (“FDBOT”) basis under a 25-year concession period. The National Investment Commission (the “NIC”) oversees the execution of the Bidding Process and the selection of the Selected Bidder, and Bids are to be submitted to the NIC as set out in the Tender Document. The Public Party has appointed Meinhardt (Malta) Pvt Ltd (the “TA”) as the Transaction Advisor to support the Bidding Process. The Public Party hereby invites tender submissions from interested organizations.

The Tender Document will be available for collection in person at the NIC’s office at M&E Professional Building, United Nations Drive, Monrovia, Liberia, during office hours 10:00 – 17:00, Monday to Friday (excluding public holidays) or electronically via e-mail. A site visit is obligatory and may be undertaken on 24-.08.2026 or 31.08.2026 or 14.09.2026. The last date for submission of queries or requests for information is 21.09.2026, and the Public Party will respond to queries by 30.09.2026. Tender submissions must comply with the requirements set out in the Tender Document and must be submitted to the NIC, acting as the authorized receiving entity on behalf of the Public Party, in a single sealed envelope (one original and one duplicate, together with a soft copy on USB), as described in the Tender Document, no later than 14:00 hours on 02 November 2026 (Liberia / GMT time) (the “Bid Due Date”). Late submissions will not be accepted. Bid opening will be on the same date as the Bid Due Date. No extension of time is currently contemplated. The award, signing and bid-validity dates are set out in the Tender Document.

The non-refundable Tender Document fee of US$ 5,000 (Five Thousand United States Dollars) shall be wire-transferred to the following account prior to collection of the Tender Document:

Interested organizations shall confirm their interest in writing to the NIC at the contact details below, in their company letterhead, giving the name, address, e-mail address and telephone number of the contact person with whom an appointment for the collection of the Tender Document may be made. The NDU and Power of Attorney forms may be requested from the NIC and must be submitted duly executed, together with the payment receipt / SWIFT record, before access to the Tender Document is granted.
