Liberia Set to Host 4th CoSPAL General Assembly

MONROVIA – The House Committee on Foreign Affairs says Liberia is set and ready to host the 4^th General Assembly of the Conference of Speakers and Presidents of African Parliaments (CoSPAL) from Wednesday, December 9 to Friday, December 11, 2026, at the Farmington Hotel in Margibi County.

The disclosure was made Wednesday during an appearance on the OK Morning Rush on OK FM by the House Committee Chair on Foreign Affairs, Nehker E. Gaye, and Director of Press and Public Affairs of the Honorable House of Representatives, Robert Haynes.

Chairman Gaye said the hosting of the continental parliamentary gathering follows recent engagements between the Liberian Legislature and the CoSPAL Secretariat.

According to him, the Head of the CoSPAL Secretariat, Amb. Dapo Oyewole, and a delegation were recently in Monrovia to assess preparations for the conference and formally sign the hosting agreement with the Speaker of the House of Representatives, Richard Nagbe Koon.

Chairman Gaye disclosed that the proposed theme for the 4th General Assembly is: “Enhancing Intra-African Trade and Investment through Legislative Leadership and Parliamentary Cooperation.”

He said the proposed theme reflects CoSPAL’s recognition of the role of legislative leadership and parliamentary cooperation in creating an enabling environment for increased intra-African trade and investment, economic integration, and sustainable development.

The Foreign Affairs Committee Chairman noted that the gathering will provide an opportunity for African Speakers and Heads of Parliaments to exchange views on issues affecting the continent and explore legislative approaches to advancing economic integration and development.

He further said the conference will create space for African legislative leaders to strengthen parliamentary cooperation and consider practical approaches to promoting trade, investment, economic integration, and sustainable development across the continent.

Commenting on the significance of the gathering, Press Director Robert Haynes said the 4th CoSPAL General Assembly will provide an important platform for African Speakers and Heads of Parliaments to deliberate on critical issues confronting the continent and identify practical solutions and implementation pathways.

He said Liberia’s hosting of the General Assembly presents an opportunity for the country to participate actively in continental parliamentary diplomacy and contribute to discussions surrounding Africa’s economic transformation and integration.

Haynes also disclosed that the Sub-Committee on Media and Publicity is working with local and international media institutions to ensure broad and timely dissemination of information ahead of the General Assembly.

As part of the public information campaign leading to the conference, Haynes announced that the House will, beginning in October, launch a special series on State Radio through the House’s public affairs program titled “The Road to Monrovia.”

The series will provide the public with information on CoSPAL, the significance of the General Assembly, Liberia’s preparations, the expected participation of African parliamentary leaders, and the broader objectives of the December gathering.

He said the media and publicity sub-committee will continue engaging both domestic and international media partners to ensure that the Liberian public and audiences across the continent are adequately informed about the conference.

The Conference of Speakers and Heads of African Parliaments (CoSPAL) brings together Speakers and Heads of African Parliaments to promote parliamentary cooperation, dialogue, coordination, and collective action on issues of strategic importance to the African continent.

The 4th General Assembly in Liberia is expected to bring together parliamentary leaders from across Africa for high-level discussions on legislative cooperation, intra-African trade and investment, economic integration, and Africa’s development priorities.

The Honorable House of Representatives says preparations for the December 9–11 General Assembly will continue in collaboration with the CoSPAL Secretariat, relevant government institutions, partners, and local and international media organizations.
