Liberia: NICOL Signals Insurance Sector Reforms After Landmark Ghana Re Summit

Monrovia – The National Insurance Corporation of Liberia (NICOL) has announced plans to strengthen underwriting standards and overhaul claims management systems following its participation in a major continental reinsurance summit in Ghana.

Acting Managing Director Abdullah S. Swaray returned to Liberia after attending the 20th Annual International Seminar organized by Ghana Reinsurance Company PLC, held from February 22–28, 2026, at the Aqua Safari Resort under the theme “Advanced Property Insurance Underwriting and Claims Management.”

The high-level forum brought together more than 100 insurance and reinsurance professionals from 12 African countries, including Ghana, Gabon, Ethiopia, Sudan, Togo, Zambia, Kenya, Rwanda, Malawi, Liberia, Namibia, and Cameroon.

Tackling Africa’s Property Insurance Challenges

Industry analysts note that property insurance remains one of the most technically demanding lines of business across Africa. Limited actuarial data, weak risk-mapping systems, and growing exposure to climate-related disasters have placed pressure on insurers to improve underwriting precision and pricing accuracy.

Regional insurance reports increasingly call on African insurers to strengthen internal risk assessment frameworks to ensure long-term sustainability and reduce excessive reliance on foreign reinsurers.

NICOL Pledges Technical Upgrades

Speaking at the close of the seminar, Mr. Swaray said the training and strategic discussions would directly enhance NICOL’s internal risk evaluation processes and claims administration systems.

He stressed that disciplined underwriting and accurate risk pricing are central to restoring and maintaining public confidence in Liberia’s insurance market.

“Timely and transparent claims settlement is critical,” he noted, emphasizing that credibility in claims handling remains a key driver of insurance penetration in emerging economies.

Strengthening Regional Reinsurance Ties

NICOL’s engagement at the seminar also reinforced its working relationship with Ghana Re and other regional reinsurers. Reinsurance partnerships are essential for spreading large-scale risks and shielding domestic insurers from catastrophic losses—particularly in developing markets like Liberia where infrastructure, energy, and commercial investments are expanding.

As Liberia’s state-owned insurer, NICOL underwrites government assets and plays a pivotal role in supporting major national projects.

Observers say strengthening the Corporation’s technical capacity could bolster the resilience of Liberia’s insurance ecosystem, especially amid growing investments in construction, mining, telecommunications, and port infrastructure.

With reforms on underwriting discipline and claims management now on the agenda, NICOL appears poised to position itself as a stronger, more technically driven player within West Africa’s evolving insurance landscape.
