Liberia: NEC Reshuffles Top Staff, Names New Communications Director

Monrovia – The National Elections Commission of Liberia (NEC) has announced a series of key personnel transfers and promotions affecting its Communications, Political Affairs, and Monitoring and Evaluation (M&E) departments, in a move aimed at strengthening institutional efficiency and operational effectiveness.

Acting on recommendations from the Department of Administration and the NEC Secretariat, the Board of Commissioners (BoC) approved the transfer of Mr. Prince Dunbar, outgoing Director of Communications, to the position of Director of Political Affairs. The Commission cited Mr. Dunbar’s extensive experience and proven leadership as key assets for his new role.

In a related development, Mr. Titus W. Tokpah, Sr., who has served as Deputy Director of Communications since joining the Commission in July 2024, has been promoted to Director of Communications. According to the NEC, Mr. Tokpah played a central role in strengthening the Commission’s public image through effective media engagement, public messaging, and increased visibility of NEC activities.

Meanwhile, Mr. Michael A. Clarke, formerly Director of Political Affairs and previously Deputy Director of the Monitoring and Evaluation Section, has been transferred to serve as Director of the M&E Section. The Commission noted that Mr. Clarke’s deep institutional knowledge and technical experience make him well suited to provide leadership and operational oversight in the M&E Department.

The NEC Secretariat said the personnel changes were recommended to address critical staffing needs, enhance internal coordination, and ensure the Commission remains well positioned to deliver on its constitutional mandate.

All transfers and promotions take effect on Monday, February 9, 2026.
