Monrovia—The Minister of State Without Portfolio, Mamaka Bility, has called for urgent and coordinated action to help reduce Liberia’s housing shortfall.
Speaking on Friday, June 19 when she formally launched the National Housing Authority’s (NHA) 5-Year Strategic Plan for 2025–2029, Minister Bility described the new plan as a “blueprint” for turning Liberia’s housing aspirations into reality.
She warned that the country faces a housing deficit of more than 512,000 units and said the plan provides a data-driven approach to Social-Economic Housing Development.
‘‘This tactics day is not merely a number.
It represents hundreds of thousands of families like inadequate shelter and a vulnerability of our growing population.
To breach this Gap, we require more than just good intentions. We need a robust data driven strategy for social economic housing development This 2025 to 2029. Strategic plan is a necessary vehicle to drive that development,’’ she stated.
“The urgency of this task cannot be overstated,” Minister Bility said, noting the plan’s alignment with President Joseph Nyuma Boakai Sr.’s ARREST Agenda.
‘‘By prioritizing affordable housing, we are directly supporting the administration’s pillar of infrastructure and sanitation, while simultaneously stimulating economic growth and creating jobs for our people,’’ Minister Bility pointed out.
‘‘On behalf of his Excellency President, Joseph Nyuma Boakai senior, I congratulation NHA Authority on this important achievement and encourage all stakeholders to work together to turn this Vision into reality,’’ she added.
Speaking earlier, the NHA Deputy Managing Director for Administration, Mathias F. Korpu, who presented the Strategic Plan, disclosed the launched document is over a year’s of hard work, efforts, consultation of individual staff, units, sections and departments with all hands on deck to get them to where they are.
‘‘The Strategic plan (SP) clearly defines the National Housing Authority’s direction, priorities, and actions to achieve our long term success. It provides a structured way to navigate uncertainties, prioritize what
matters most, and build a roadmap toward sustainable success by answering critical questions such as ‘where are we now? Where do we want to go? and ‘How will we get there?’’
He said the Strategic Plan will transform ambitions into actions, providing a clear, adaptable roadmap that integrates vision, mission, and values with evidence –based decision making.
According to him, it ensures that strategic objectives are consistently prioritized, implemented and refined over time, leading to improved NHA’s performance and a competitive advantage in a rapidly changing environment.
‘‘This Strategic plan is the roadmap that aligns NHA’s needed resources, and ensures all teams work toward common goals. It is vital for anticipating market shifts, eliminating wasteful daily activities and converting long-term ambitions into actionable results,’’ Mr. Korpu stated.
Mr. Korpu pointed out that the plan provides guidance to the common understanding of what NHA wants to achieve and how we will get there with daily operations, stressing ‘‘It’s taking our vision and breaking it into mid-term and long-term goals to ensure employees and stakeholders of the NHA are grounded in this common goal thereby significantly influencing our decision making.
In short, the SP breaks up the NHA’s mission statement into achievable goals for the Agency to work towards.’’
He said the key benefits of this strategic plan are Clear Direction and Vision: it turns an NHA’s mission into a realistic, forward – focused roadmap.
Optimized Resources: it ensures capital, time, and talents are allocated to initiatives that drive the highest value.
Team Alignment: it unifies different departments so every individual knows how their role contributes to the bigger picture.
Risk Management: it identifies potential external threats and market changes early, reducing time spent on crisis management.
Competitive Advantage: it highlights internal strengths and weaknesses to help the organization outperform competitors.
He added that the NHA has launched a validated strategic direction with nine strategic interventions namely Strengthening Liberia’s Housing Sector Policy and Regulatory Environment, Access to Land, Affordable Housing Construction, Sites and Services, Slum Upgrading, Improve Access to Housing Finance, Resource Mobilization, Improve Housing Technology, Capacity Building and the implementation plan, M&E Plan and the budget.
For her part, the Managing Director of the NHA, Florence K. Geegbae, thanked all that came to join them in taking the National Housing Authority to another level.
‘‘We wouldn’t have gotten where we are today. So I want to say thank you to those that contributed to the development of this time of this plan, and thank you for myself for guiding them,’’ MD Geegbae told the gathering.
She expressed the hope that all NHA personnel will work together for the implementation of the Strategic Plan for the betterment of the NHA and the government at large.
She thanked all including the guests for attending program and wished them well.
‘‘This is a milestone achievement in our Performance Management System that needs to be celebrated and all of us are proud of this achievement,’’ MD Geegbae added.
