Liberia: Civil Service Agency Launches Sweeping Reforms and Infrastructure Expansion across Liberia

The Civil Service Agency has announced a major push to reform and expand its operations across Liberia, backed by increased government budgetary support under the 2026 national budget.

The initiative, led by Josiah F. Joekai Jr., Director-General of the Civil Service Agency, focuses on decentralizing services, strengthening staff capacity, and improving workplace efficiency throughout the public sector.

As part of the plan, the agency will carry out extensive renovation and modernization of its regional offices in western Liberia, aiming to enhance service delivery and better meet operational demands.

In a significant infrastructure development, the agency is also constructing a modern regional headquarters in Gbarnga, which will serve both northern and central Liberia, marking the first facility of its kind in the region.

To address ongoing energy challenges, the agency’s senior management has begun procuring a 250 KVA generator to ensure a more stable and efficient power supply for its operations.

Efforts to improve staff welfare have also been highlighted, with the acquisition of two additional buses for employee transportation, bringing the total number of staff buses to three, alongside four other vehicles designated for senior management use.

The agency expressed appreciation to Joseph Nyuma Boakai Sr. for his continued support to civil service reforms, as well as to Augustine Kpehe Ngafuan for his role in strengthening public sector governance.

Officials say the Civil Service Agency remains committed to creating a productive work environment and driving sustainable transformation within Liberia’s civil service through these ongoing reforms and investments.
