Monrovia — The Civil Service Agency has launched a nationwide personnel and credential verification exercise for employees of the Ministry of Local Government as part of the government’s efforts to strengthen transparency and accountability in the public sector.
The verification process, which began on March 9, is being conducted in collaboration with the Ministry of Local Government and with technical and logistical support from the United Nations Development Programme. The initiative forms part of the Government of Liberia’s broader public sector reform agenda aimed at improving personnel management and ensuring the integrity of the government payroll system.
According to officials, the exercise will verify the identity, job placement, credentials, and employment status of personnel working within the Ministry of Local Government across several counties.
To facilitate the nationwide process, specialized teams from the Civil Service Agency have been deployed across four operational regions covering fourteen counties. The regions include Gbarpolu, Bomi, and Grand Cape Mount in the first operational zone; Margibi, Grand Bassa, Rivercess, and Sinoe in the second; Lofa, Bong, and Nimba in the third; and Grand Gedeh, River Gee, Grand Kru, and Maryland in the fourth.
Authorities noted that Montserrado County, which includes the capital Monrovia, was not included in the current deployment because personnel in the county had already undergone a separate verification process earlier due to its large administrative structure.
The CSA verification teams are expected to remain in the field for approximately ten days. During that period, they will work closely with county administration offices and officials of the Ministry of Local Government to examine staff records, confirm professional credentials, and review employment documentation.
Officials say the exercise aims to ensure that individuals listed on the government payroll are legitimately employed and properly assigned within the public service system. It also seeks to validate academic and professional credentials, align personnel records with the government’s human resource management framework, and strengthen payroll integrity within Liberia’s decentralized governance structure.
The Civil Service Agency has urged all employees of the Ministry of Local Government in the affected counties to cooperate fully with verification teams and present required documentation. These include identification cards, appointment letters, academic certificates, and other relevant employment records.
Speaking ahead of the official start of the exercise, the Director General of the Civil Service Agency, Josiah F. Joekai Jr., described the verification process as a critical component of the government’s broader effort to improve human resource management across public institutions.
Dr. Joekai said the initiative will also support the ongoing transition and institutional strengthening of the Ministry of Local Government as the government continues reforms within the public sector.
He further expressed appreciation to the Ministry of Local Government and the United Nations Development Programme for their collaboration and support in ensuring the successful implementation of the nationwide verification exercise.
