CSA Announces Regular Annual Manpower Hearings for GoL Spending Entities At FY 2027 Budget Launch….

𝑴𝒐𝒏𝒓𝒐𝒗𝒊𝒂, 𝑳𝒊𝒃𝒆𝒓𝒊𝒂 — 𝑱𝒖𝒍𝒚 24, 2026 — The Director-General of the Civil Service Agency, Dr. Josiah F. Joekai, Jr., has announced that the CSA will conduct the regular annual manpower hearings for all Government of Liberia spending entities alongside the Fiscal Year 2027 budget processing.

The manpower hearings will afford the 109 spending entities to present their personnel needs, gaps, and workforce development proposals for the ensuing year. This comprehensive manpower needs analysis and reports will prevent extra compensation requirements outside the manpower hearing framework which usually had fiscal implications.

The Director-General further emphasized that appropriately structuring the manpower needs of each government entity will bring about fiscal prudence in compensation expenditure.

CSA Director-General, Dr. Josiah F. Joekai, Jr., made the disclosure on Thursday, July 23, 2026 during the launch of the Fiscal Year 2027 Draft National Budget at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Monrovia.

The program, attended by scores of senior government officials, human resource directors, procurement directors, and comptroller, was organized by the Ministry of Finance and Development Planning.

Dr. Joekai said every government institution, mandated to form part of the manpower hearings, will be required to plan their personnel within the context of the manpower planning report. The goal, according to the CSA Director-General, is to ensure orderliness in the compensation management process.

Dr. Joekai thanked the Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan, for making the funding available for the Civil Service Agency to conduct the annual manpower hearings.

The CSA boss assured the public that the FY 2027 budget preparation and manpower hearings will take place simultaneously in order to create synergy in the entire budget development process.

“Compensation constitutes a significant chunk of the national budget. Once we do that, we might reduce the many requests for extra budgetary support”, the CSA DG lamented.

Dr. Joekai also provided updates on CSA’s decentralization initiatives including the ongoing construction of the first regional headquarters of the Agency in Gbarnga, Bong County. He disclosed that the building will be completed in about 120 days.

He also said preparations are ongoing for the official groundbreaking ceremony to mark the construction of the CSA’s regional office in Zwedru, Grand Gedeh County to service the five south-eastern counties of Grand Gedeh, Sinoe, Rivergee, Maryland and Grand Kru. The groundbreaking ceremony is expected to take place in the next two weeks.
