Liberia: ‘No Voice Should Be Silenced’: Senator Twehway’s Reform Bill Challenges Liberia’s Electoral Status Quo

MONROVIA – A potentially far-reaching battle over Liberia’s democratic future has begun in the Senate following the first reading of a bill submitted by River Cess  County Senator Bill Twehway seeking to dismantle a controversial provision of the country’s elections law that critics argue suppresses political competition and sidelines emerging voices.

‎The proposed legislation, titled: the Democratic Pluralism and Electoral Inclusion Amendment Act, was formally introduced and read during Thursday’s Senate Session, marking its first reading before lawmakers.

The bill seeks to repeal Chapter 5A of the 2014 Amended Elections Law, which imposes sanctions on political parties and independent candidates that fail to obtain at least two percent of the national vote.

Under the current provision, affected parties can be barred from nominating candidates in two successive election cycles a restriction that political figures have long criticized as excessive and undemocratic.

‎In the bill’s communication to the Senate, Senator Twehway argued that the provision creates structural barriers to political participation and unfairly benefits larger, established political parties while limiting opportunities for smaller organizations and independent candidates.

‎The RiverCess lawmaker described the measure as a restriction on democratic participation, contending that electoral underperformance should not be used as grounds to strip political actors of their ability to contest future elections.

‎The proposed amendment would establish ballot access as a permanent constitutional right that cannot be revoked based on previous election results.

‎Beyond eliminating the controversial threshold requirement, the bill also proposes significant changes to election monitoring procedures. It seeks to strengthen the rights of accredited political party representatives and candidate observers by guaranteeing their access to polling centers, protecting them from arbitrary removal and granting them the authority to digitally record and verify tally sheets during vote counting and tabulation processes.

‎The proposed reforms are aimed at increasing transparency and boosting public confidence in Liberia’s electoral system, while providing political actors with greater oversight of the voting process.

‎If enacted, the legislation would represent one of the most significant proposed overhauls of Liberia’s electoral framework in recent years, reopening debate over whether the country’s elections laws encourage democratic inclusion or impose unnecessary barriers on political participation.

The bill now advances through the legislative process following its first reading and is expected to undergo further scrutiny by the Senate before any final action is taken.
