When the government (LTA) levies a surcharge (tax) on a corporation (Orange Liberia), the corporation is more like a tax collector than a taxpayer. The burden of the tax ultimately falls on people–the owners, customers or workers of the corporation.
In this case, it’s the customers (Liberian people) that are getting screwed by their government! But the point to remember is that corporations are mere collector of taxes!
