Liberia Advances Strategic Partnership with GCG Supply Chain Corporation to Support National Development

Washington, D.C. — The Republic of Liberia, through the Public Procurement & Concessions Commission (PPCC), has entered into a Memorandum of Understanding (MOU) with GCG Supply Chain Corporation, establishing a framework for cooperation in procurement capacity building, international sourcing, professional training, and knowledge development.

The MOU was signed on September 26, 2026, during the Liberia Diaspora Annual Conference in Washington, D.C., following sustained engagement and alignment between the parties through the Liberia Trade & Investment Office in Canada.

Representing the PPCC was Hon. Bodger Scott Johnson, Executive Director/CEO, while GCG Supply Chain Corporation was represented by Steve Guagliano, Founder & CEO.

The partnership creates opportunities for Liberia to leverage GCG’s international supply-chain expertise, international supplier and market relationships, sourcing capabilities, professional training, and knowledge-development resources to strengthen procurement systems and build local institutional capacity.

In practical terms, the collaboration can support the development of Liberian procurement professionals, access to competitive international suppliers, knowledge transfer, improved sourcing practices, and stronger institutional capacity. These areas are directly relevant to ensuring that public resources are used effectively in support of Liberia’s national development programs.

The engagement also reflects the broader mandate of the Liberia Trade & Investment Office in Canada to advance Liberia’s international economic relations by strengthening bilateral trade and investment ties, promoting foreign direct investment, developing strategic private-sector partnerships, and connecting Liberia with international expertise, technology, markets, and capital.

Through this role, the Office works to translate international relationships into concrete economic opportunities and partnerships that support Liberia’s development priorities, while strengthening the country’s engagement with the Canadian and wider international business community.

The MOU therefore represents more than an institutional agreement between two organizations. It provides a platform through which international expertise and private-sector relationships can contribute to stronger institutions, enhanced professional capacity, more effective procurement, and greater value from public investment.
