LFA Probe Blames General Secretary, Competitions Manager for Liberian Clubs’ CAF Exclusion

Monrovia – An investigation by the Liberia Football Association (LFA) into the failure of Liberian clubs to participate in the 2026/27 CAF Men’s Inter-Club Competitions has placed the blame squarely on key Secretariat officials for administrative negligence.

The three-member investigative committee, chaired by LFA Third Vice President Jodie Seton alongside Executive Committee members Ousman S. Tall (Secretary) and Elvis H. Sirleaf, released its findings on August 7 following an inquiry launched on August 4.

According to the report, Watanga FC and Black Man Warrior FC missed out on continental competition due to internal procedural lapses in handling and following up on critical communications from the Confederation of African Football (CAF)—specifically regarding club registration via CAF’s Competition Management System (CMS).

Missed Deadlines and Ignored Alerts

The committee established that CAF notified the LFA through the General Secretary’s  Emmett Crayton office on June 19, 2026, providing the registration user guide and setting a firm deadline of July 25 for completion.  

Although the LFA Competitions Manager  Joel Freeman forwarded the instructions to both clubs on the same day, follow-up mechanisms broke down completely.

While Black Man Warrior FC acknowledged receipt, Watanga FC claimed it never received the notice. However, the committee’s review confirmed that Watanga did receive the communication despite failing to send an acknowledgment.

CAF dispatched reminder notices on July 24, followed by a final caution email on July 25 from CAF official Emad Shenouda, offering a final window of opportunity prior to the midnight deadline. Despite these urgent alerts, the LFA General Secretary failed to intervene or ensure the registration was finalized.

Late Appeal Flatly Rejected

The LFA attempted damage control on August 3 by submitting a late appeal to CAF on behalf of both clubs. CAF flatly rejected the request, noting that draw procedures had been finalized and the official team roster was locked.

The decision officially sealed the exclusion of league champion Watanga FC and Orange Cup winner Black Man Warrior FC from representing the country on the continental stage.

Administrative Failures Identified

The committee noted that while the Competitions Manager  Joel Freeman successfully guided the clubs through the initial licensing phase, he abandoned follow-up on the essential CMS registration process. Simultaneously, the General Secretary Emmett Crayton was faulted for failing to act on CAF’s deadline warnings.

Consequently, the panel recommended formal disciplinary action against both the General Secretary and the Competitions Manager under the LFA Secretariat Human Resources Personnel Manual.

To prevent a recurrence, the committee urged the LFA to establish a standardized framework assigning clear accountability at every stage—from initial qualification notifications to CMS tracking, licensing verification, and final player registration.

Heavy Cost Beyond the Pitch

The administrative failure leaves severe ramifications for Liberian football. Beyond missing out on elite competition, both Watanga FC and Black Man Warrior FC lose critical international exposure for their players, limiting potential scouting and transfer opportunities.

Financially, the exclusion hits hard. CAF inter-club competitions offer substantial monetary rewards that assist clubs operating under strict budgets with player salaries, facilities, and youth development.

If the clubs were to participate in the competition they could receive one hundred thousand United States dollars for participating in the first preliminary round.

The LFA Executive Committee is expected to review the panel’s recommendations to determine final sanctions against the implicated officials.

However, for the affected clubs and players, the administrative resolution offers little comfort for a lost season on the continental stage.
