
Dar es Salaam, Tanzania – President Joseph N. Boakai has arrived in Dar es Salaam, Tanzania, on the morning of January 28, 2025, to take part in the African Heads of State Energy Summit.

The Summit is centered around the ambitious Mission 300 initiative, which seeks to provide electricity access to 300 million people across the African continent by 2030.
According to a press release from the Executive Mansion, Mission 300 was launched by the African Development Bank (AfDB) and the World Bank Group in April 2024.
The initiative is designed to drive transformative progress in energy access, in alignment with Africa’s broader sustainable development goals.
“Mission 300 aims to catalyze significant strides in expanding energy access, promoting inclusive growth, and ensuring sustainable development across Africa,” the Executive Mansion statement noted. It further highlighted that Liberia is one of 12 countries selected as a pilot for this landmark initiative.
Leading up to the Summit, Liberia participated in the Ministerial and Partners’ Meeting on January 27, 2025, at the Julius Nyerere International Conference Center. The meeting focused on strategic discussions and actionable recommendations to accelerate the realization of Mission 300’s objectives.
During the Liberia-focused session, high-level officials from Liberia’s Energy and Finance sectors delivered presentations detailing progress, challenges, and plans for expanding energy access in the country.
The session was attended by prominent figures, including Dr. Akinwumi A. Adesina, President of the African Development Bank (AfDB), and Mr. Ajay Banga, President of the World Bank Group.
Dr. Adesina, speaking on behalf of both institutions, commended Liberia’s leadership under President Boakai, praising ongoing efforts to improve governance, transparency, and accountability, as noted in the Executive Mansion press release.
While President Boakai is attending the Summit, Minister of State for Presidential Affairs, Sylvester Grisgsby, will chair the Cabinet in close consultation with the President and Vice President to ensure the continued smooth operation of government affairs, the press release confirmed.
