MONROVIA — The Liberian Senate has passed legislation to establish a new Ministry of Local Government, effectively repealing Chapter 25 of the 1972 Executive Law, which previously created the Ministry of Internal Affairs.

This move marks a significant shift in the country’s governance structure, with the new law aimed at strengthening local government operations and enhancing decentralization.
The Senate’s decision came after a report from the Joint Committee on Internal Affairs, Governance & Reconciliation, and Judiciary Human Rights, Claims & Petitions, which recommended the establishment of the new ministry. Upon enactment, the Ministry of Internal Affairs will be rebranded as the Ministry of Local Government.
This legislative change is designed to align Liberia’s local governance framework with the 2018 Local Government Act, the Revenue Sharing Law, and other relevant laws, providing a clearer operational structure for local administration.
Notably, the amendment ensures that no employee of the Ministry of Internal Affairs will lose their job during the transition period. Ministers, deputy ministers, and assistant ministers will continue to serve in their respective roles within the Ministry of Local Government until the President nominates new officials.
The legislation has been under discussion in the Legislature since 2018, with several delays hindering its progress. However, the passage of the Act signals a step forward in addressing long-standing governance issues.
The new Ministry of Local Government will be tasked with overseeing the management of local governments, ensuring balanced socio-economic development, and empowering local communities.
It will focus on improving the delivery of social services and promoting good governance principles such as transparency, accountability, inclusivity, and access to justice at the local level.
Additionally, the ministry will be responsible for peace building, reconciliation, and fostering national unity to support sustainable peace, development, and political stability throughout Liberia.
