Monrovia – In a significant move to strengthen Liberia’s transport sector, President Joseph Boakai has endorsed the Concession Agreement between the Government of Liberia and Liberia Transport Management (LTM), reaffirming the country’s commitment to the agreement despite previous disputes.

In a letter addressed to the Minister of Transport, Sirleaf R. Tyler, President Boakai confirmed the validity of the agreement, directing the Minister of Justice to ensure its full and immediate implementation.
The LTM Concession Agreement was ratified by the Liberian Senate and approved by the Legislature, granting LTM the responsibility to manage key aspects of Liberia’s transportation infrastructure.
However, disagreements with the former administration of President George Weah led to a separate agreement with another entity, raising concerns among experts who argued that it conflicted with the LTM agreement’s terms.
In response to the situation, LTM took legal action, seeking judicial relief from what it described as a breach of the Concession’s terms.
Following this, the Minister of Justice issued a legal opinion confirming that the ratified LTM Concession Agreement holds greater legal weight and supersedes any conflicting agreements.
“The Act of ratification gives the Concession greater force of law,” President Boakai wrote in his letter. “LTM has withdrawn its case from the court, and I have directed the Minister of Justice to proceed with the implementation of the LTM Concession Agreement.”
This endorsement signals the government’s determination to stabilize and advance the country’s transport infrastructure under the terms agreed upon with LTM.
The transport sector, which plays a crucial role in Liberia’s economic growth, is expected to benefit from improved infrastructure, job creation, and enhanced mobility for citizens.
With the directive now in place, the Ministry of Justice is tasked with ensuring that the LTM Concession is fully realized, marking a pivotal step in Liberia’s ongoing development and its commitment to honoring international agreements.
The full implementation of this agreement is expected to be a cornerstone in the government’s long-term strategy to modernize Liberia’s transport systems and foster national development.
