MONROVIA – The Managing Director of the National Transit Authority Mr. Edmund Forh at the early stage of the Boakai’s administration is linked to the distribution of petroleum products (gasoline token) to certain individuals within the entity in a flagrant violation of the NTA employee manual.

Section 8.6 of the NTA employee’s manual states: “All line managers are entitled to monthly gasoline and scratch cards with the description of quantity by the managing director.”
Mr. Forh, in response to the corruption allegations, admitted to distributing gasoline but justified his action by saying: “I didn’t meet the other managers taking gasoline, so, I will not give them gasoline.”
He told FrontPageAfrica that he didn’t meet the other managers at the entity taking gas so he will not give it to them though the NTA employees manual spelled out clearly that all managers are entitled.
FrontPage Africa has gathered that the immediate past Managing Director was violating the employees’ manual by allegedly diverting gas and other benefits for managers to his own use.
Some employees who spoke with FPA on anonymity said they felt relief when President Boakai took over.
“We actually thought things would’ve changed because we had the hope that President Boakai’s Rescue agenda would’ve been implemented at the NTA. But we are disappointed in our current management team, all they do here is witch hunt.”
Another employee accounts that the MD is in the constant habit of prioritizing unqualified people over professional people.
But in response, the NTA Managing Director said he has written the General Auditing Commission (GAC) to conduct an employees’ credential audit, and after the GAC audit, people will be placed at their respective areas of specialization.
The NTA which is said to be struggling for resources to make the buses plyable to mitigate transportation struggles to citizens of Liberia, is now battling with personal benefit of officials of the entity to a few through a contract awarded to Conex Liberia.
The MD responded, “I didn’t meet the other managers taking gasoline, so, I will not give them gasoline”. supports “business as usual”.
Sources from the NTA informed FPA that the then Managing Director, Herbie McCauley withheld the just entitlement of line managers for six years.
“We don’t expect Forh who was being ill-treated by former MD McCauley to treat his fellow colleagues in the same manner his predecessor treated us his colleagues, imagine our gas supposed to be available every month but only God one Knows what is the MD and his Deputy doing with our gas,” one of the affected managers noted.
There are lots happening here my brother, but we will continue to expose them until the right thing is done,” one of our sources said.
“The UP-led government which came to rescue the people of Liberia, is now involved with business as usual at the NTA by doing the same thing the then managing director did.”
Mr. Edmund Forh, Managing Director of the NTA, Mr. Togar Melvin Cephas, Deputy Managing Director for Administration, Noah Zawu. Gibson, Deputy Managing Director for Operations and Victor F. Korlewala Internal Audit Director assigned to the NTA are the few officials benefiting the resources of the NTA, leaving other line managers without their share of their entitled benefits in violation of NTA’s employees manual, FPA has discovered.
FPA is also reliably informed that the current managing director served the NTA as risk and compliance manager from Sirleaf’s administration to Weah’s administration and was allegedly ill-treated by then-managing director Herbie McCauley under the Weah administration.
Employees of the entity believed that Mr. Forh who came back at the institution, is arrogantly revenging on those he believed were confidants or were employed by the then Managing director.
FPA has established in its investigation that Mr. Forh has allegedly sidelined all line managers at the NTA and instructed his confidants to supervise various departments without a letter of appointment to said department.
Some of his confidants who are given extra tasks over department’s heads are said to lack the requisite qualifications to perform.
It’s alleged that Dioh Isaiah Dweh, Yardley M. Perkins, and Agnes M. Pajibo who are confidants to the new MD are all high school graduates with no college degree.
Line managers and other employees are said to be bitter with how the new management team headed by Forh is governing, but are afraid to speak out or warrant dismissal as others were dismissed under the false guise of absence from work, another Manager disclosed to FPA.
It can be recalled that the Deputy Managing Director for Operations Mr. Noah Zawu Gibson appeared on a local talk show, appreciating the Ministry of Finance and Development Planning of receiving US$300,000 for the repairs of the NTA buses, and that, the chief mechanic of NTA would have left the country to the procuring company to select needed spare parts items for the repair of NTA buses.
But our sources informed FPA that NTA has not received any money from the Ministry of Finance and Development Planning, and that Mr. Gibson had to cover up for the government in support of the President’s 100-day deliverables.
Many employees are not happy with appearances made on radio by the Deputy Managing Director for Operations at NTA.
They believe that he is usurping the role of the Communication department of the entity; and by extension leaving his role to defend the government which runs counterproductive to providing affordable, cheap, and convenient transportation to Liberians.
