President of the Republic of Liberia

Monrovia, Liberia
Subject: Request for Free Enrollment into the National Biometric Identification System (NBIS)
Your Excellency,
I trust this message finds you in good health and high spirits.
I am writing to respectfully remind your esteemed office of Executive Order No. 147, issued on April 30, 2025, mandating the enrollment of all Liberian citizens and foreign residents into the National Biometric Identification System (NBIS). This forward-looking initiative is commendable, as it promises to enhance national security, combat identity fraud, and streamline access to essential services such as banking, telecommunications, healthcare, and education.
While I wholeheartedly support this transformative endeavor, I wish to bring to your attention the financial difficulties many ordinary Liberians continue to face. Should the enrollment process involve a fee, it could unintentionally prevent a significant number of citizens from participating—thereby undermining the inclusive nature of the initiative.
In light of this, I respectfully appeal to Your Excellency to consider making the NBIS enrollment process free of charge for all Liberian citizens. Doing so would help ensure equal access and participation across all segments of society, regardless of economic status. It would also be a testament to your administration’s ongoing commitment to social protection, equity, and national unity.
I remain confident that under your thoughtful leadership, every Liberian will be empowered to benefit fully from this national initiative.
Thank you for your attention and consideration. I remain ever supportive of your government’s efforts to promote development and improve the welfare of all Liberians.
Respectfully yours,
Joehandsome F. Weahweah
