VP Warner was the second Liberian Bishop of the United Methodist Church of Liberia and last True Whig Party vice president of Liberia before the 1980 coup. He served as VP to the late President William Tolbert from 1977 to the time of 1980 coup. VP Warner was attending a Methodist conference in the US when the 1980 coup occurred.
