Ngafuan disclosed the commitment while outlining government efforts to mobilize international support for sports development. He said discussions that initially considered constructing multiple regional sporting facilities had shifted toward concentrating resources on a single, high-capacity national stadium.

“The Saudi Development Fund has committed to assisting the country with US$30 million for soccer,” Ngafuan said.

The minister emphasized that the commitment remained active following recent high-level discussions but acknowledged that administrative arrangements and legal documentation must be completed before the government can disclose the project’s full details.

“The commitment I engaged them on as recently as yesterday still exists,” he said, urging relevant ministries and government agencies to accelerate coordination to move the project forward.

Government Targets One-Month Timeline

Ngafuan expressed hope that the outstanding documentation and administrative requirements could be finalized within the next month, paving the way for a formal announcement of the project.

“I hope that in the next one month we can finish all the documentation and then give you the opportunity to announce the details,” he said.

The LFA confirmed Shaita Angels as champions after the match-day registration deadline expired, establishing that the club had completed its player registration on the Competition Management System (CMS) within the stipulated period.

Determine Girls, the reigning LFA Women’s First Division champions, had requested a postponement, citing unresolved internal administrative issues that left the club unable to prepare for the fixture. However, the association rejected the request and notified both clubs on Friday evening that the match would proceed as scheduled.

With Determine Girls subsequently failing to appear, the LFA treated the fixture as a forfeiture and awarded Shaita Angels the season’s first major silverware in women’s football.

The association said the champions would be formally presented with the trophy on their first match day of the 2026–2027 season.

Administrative Crisis Overshadows Determine Girls

The forfeiture comes amid mounting uncertainty over the administration and ownership of Determine Girls, one of Liberia’s most prominent women’s football clubs.

MONROVIA — The Forum for African Women Educationalists (FAWE) Liberia Chapter has announced plans to support 650 marginalized young women and men through its Mastercard Foundation Phase II Program, following an overwhelming response that saw 1,447 prospective beneficiaries apply for university and vocational training opportunities.

Addressing journalists on Friday in Monrovia, FAWE Liberia Executive Director Millias Z. Sheriff highlighted the intense demand for educational assistance among Liberian youth facing financial and social barriers.

The initiative seeks to expand access to tertiary education and Technical and Vocational Education and Training (TVET) through comprehensive bursary support across 10 targeted counties.

According to Sheriff, the recruitment drive attracted 816 applicants for university programs and 631 for TVET tracks. He explained that candidates were evaluated by designated National Recruitment Selection Committees against approved criteria, though meeting baseline requirements did not guarantee selection due to space constraints.

Young Women Lead Application Numbers

Women accounted for the majority of applicants, with 763 females (52.7 percent) applying compared to 673 males (46.5 percent), while 11 applicants did not disclose their gender.

Under the university stream, 474 females and 339 males applied, while the TVET stream attracted 289 females and 334 males.

The application pool also reflected strong participation from historically marginalized groups, including 28 persons with disabilities and 111 refugees or internally displaced persons.

Geographically, Montserrado County recorded the highest turnout with 508 applications, followed by Bong with 248 and Lofa with 196.

Significant numbers were also recorded in Grand Bassa (106), Margibi (88), and Nimba (85), with additional applications coming from across eight other counties.

Institutional Preferences and Selection Oversight

Among university applicants, Cuttington University emerged as the top preferred institution with 249 applicants, followed closely by Stella Maris Polytechnic University with 227. Other preferred choices included Grand Bassa University (62), Nimba University (52), the Lutheran University of Liberia’s Phebe-Esther Bacon College of Health Sciences (46), and Tubman University (20).

To ensure an equitable process, selection decisions were vetted by National Recruitment Selection Committees comprising representatives from the Ministry of Education, Ministry of Youth and Sports, National Commission on Higher Education, partner universities, TVET institutes, and civil society groups.

With 1,447 applicants competing for 650 slots, nearly 800 candidates will not be accommodated in this initial cohort. Sheriff urged unselected youth not to give up on their educational goals, emphasizing that FAWE Liberia and the Mastercard Foundation remain dedicated to creating pathways toward skills development, employment, and national development.

Bility proposed abolishing the current setup of the county football competition and replacing it with a Premier League-style model. Under this vision, each of Liberia’s 15 counties would establish an independent football board comprised of local stakeholders.

Elected Leadership: County representatives would democratically elect a president to a four-year term, vesting them with the direct mandate to manage and direct the county’s football program.

County Financial Commitment: County governments would take on direct financial accountability, contributing an annual budget of $1 million USD to sustain their respective football infrastructure.

Corporate and Concession Partnership: Counties would actively pursue private-sector sponsorships from businesses operating within their local jurisdictions.

Bility specifically targeted Liberia’s lucrative concession sector, emphasizing that corporations reaping financial benefits from the counties should shoulder a mandatory social and economic responsibility to fund sports development.

“Every county has some concession,” Bility noted, suggesting that legislative action could legally bind operating companies to invest in local sports and football programs.

This model marks a dramatic departure from the status quo, devolving administrative and financial control to the grassroots level while institutionalizing private-sector participation.

Scrutiny on the National County Sports Meet

Established in 1956, the National County Sports Meet unites Liberia’s 15 counties across football and other disciplines. Traditionally championed by the Ministry of Youth and Sports as a pillar of national unity, cultural integration, and talent discovery, the tournament remains immensely popular.

However, Bility’s critique centers on a pragmatic question: Does the tournament, in its current state, provide a sustainable pathway for professional player development beyond a fleeting seasonal hype?

The debate arrives as the nation gears up for the 2026/2027 National County Sports Meet, officially slated to kick off on November 29, 2026, in Lofa County. Lofa, Bong, Grand Gedeh, and Grand Kru are designated as the official host counties.

While the Ministry of Youth and Sports maintains that this year’s edition will place heightened emphasis on sports infrastructure and widespread participation across all 15 counties, Bility’s blueprint challenges stakeholders to look deeper.
