SUBJECT: Call for Expressions of Interest for the Development of a National Toll Policy (NTP) for Liberia
The National Road Fund of Liberia in collaboration with the Ministries of Public Works, Transport, Finance & Development Planning, Commerce and Internal Affairs intends to apply a portion of its revenue from fuel levy to develop a national Toll Policy for Liberia.
The Government of Liberia, through the National Road Fund Office is seeking Expression of Interests from private individuals/institutions engaged in developing policies and procedures for newly established systems. Interested persons must be able to research, develop, promote, validate and facilitate the adoption of a national Toll Policy for Liberia. The consultant firm or team of individual consultants will utilize existing data, documentations, studies, stakeholders’ input, existing legal framework and regional data (on toll operations, policies, governance systems and structure) to propose a toll policy for Liberia. The selected consultant team/ firm will be expected to develop the National Toll policy through the following standard practices of policy formulation:
- Gather information
- Draft policy
- Consult with appropriate stakeholders.
- Finalized policy
- Approve policy

Following the selection of short-listed candidates, the NRF will conduct a screening process in accordance with the procedures set out in the Public Procurement and Concession Commission Act, of the Republic of Liberia.
