Monrovia – President George Manneh Weah on Monday named Mr. Ivan Brown as Chairperson of the Board of Commissioners of the Liberia Telecommunications Authority. Madame Edwina Crump Zackpah was named as commissioner.
Mr. Brown replaces former chair Angelique Weeks whose tenured expired toward the end of former President Ellen Johnson-Sirleaf’s reign. Another Commissioner, Maria G. Harrison has been serving in an acting capacity.
The two appointments are subject to confirmation by the Honorable Liberian Senate where applicable.
Commissioner Ivan Brown has been a Commissioner of Engineering and Technology at the Liberia Telecommunications Authority since his appointment in March this year. He holds a B.Sc degree in Mathematics and Physics from the University of Liberia and an M.Ed in Business and Industry from the University of Minnesota.
Commissioner Brown has extensive experience in the ICT and telecommunications sector and is a tenured ICT Community College instructor with over 33 years of ICT experience. He is certified in Cisco, Oracle, Microsoft and ITU continuous training.
He has served as Policy Analyst/Technical Consultant at the Ministry of National Defense evaluating and developing ICT infrastructure to improve security, productivity, and efficiency. He has also served at the U.S. Mission in Liberia as LAN Administrator and Systems Manager. At the Liberia Telecommunications Authority, Mr. Brown has served as ICT Consultant, Manager and Director involved strategically in International Gateway, spectrum and network systems.
Commissioner Brown’s key functions at the LTA is to ensure the efficient utilization of spectrum, spectrum planning allocation of frequencies and the carrying out of major regulatory guidelines in line with the Telecom Act of 2007 and the International Telecommunication Union (ITU) without discrimination.
The LTA is the statutory regulatory body established to foster the provision of accessible and affordable ICT based telecommunications services for all Liberians. The LTA was created by the telecommunications ACT of 2007 (Telecom Act 2007), which repealed in its entirety Act No. 18 of the erstwhile National Transitional Legislative Assembly of Liberia creating an Interim Framework for Telecommunications Regulation in September 2005. The LTA was established to facilitate the development of the telecommunications sector in order to promote social and economic development throughout Liberia.
